VisionEval Transportation Modeling: A Strategic Planning Framework

What Is VisionEval?
VisionEval is an open-source strategic transportation modeling framework developed by FHWA (Federal Highway Administration) and supported by a consortium of state DOTs and metropolitan planning organizations. Unlike detailed microsimulation tools, VisionEval operates at the macro-strategic level, allowing planners to rapidly assess how policies, land use patterns, and economic factors influence transportation outcomes across entire regions.
At its core, VisionEval asks: "What if we implemented this policy? How would our transportation system respond?" This scenario-based approach makes it invaluable for long-range planning, climate commitments, and policy evaluation.
Core VisionEval Modules
VisionEval's modular architecture lets agencies use only the components they need. Here are three foundational modules:
VE-RSPM (Regional Strategic Planning Model)
VE-RSPM is the workhorse of regional transportation planning. It models how households, vehicles, and travel patterns respond to changes in:
- Land use density and mixed-use development
- Public transit availability and service frequency
- Parking policy and vehicle charging infrastructure
- Fuel prices, vehicle technology adoption, and powertrain shifts
- Income levels and demographic trends
The model outputs vehicle miles traveled (VMT), carbon emissions, congestion, equity metrics, and household transportation costs—all critical for measuring progress toward sustainability goals.
VE-State (Statewide Model)
For states pursuing long-range visions or climate legislation compliance, VE-State aggregates regional patterns into statewide assessments. This module is ideal for evaluating how policies cascade across metropolitan areas, mid-sized cities, and rural regions. Oregon DOT has leveraged VE-State to test pathways toward their transportation emissions reduction goals.
VE-PowertrainsAndFuels
This module models the adoption of alternative powertrains—EVs, hydrogen, biofuels—under different scenarios. It accounts for vehicle costs, charging availability, fuel prices, and consumer preferences, helping agencies understand how fleet electrification interacts with broader transportation strategies.
A Real-World Application: Oregon DOT
Oregon Department of Transportation used VisionEval to inform statewide transportation strategy and support climate-related legislation. By modeling scenarios—from aggressive transit investment to land use reform to vehicle electrification—ODOT quantified the combined effects of multiple policies and identified high-impact levers.
This scenario-based evidence helped ODOT and stakeholders align on which investments would move the needle most effectively, transforming abstract climate commitments into concrete, testable strategies.
